Confucius was appointed as the governor of Zhongdu county (now in the west of Wenshang city of Jining, Shandong Province) when he was 51 years old. Confucius formulated various rules in order to make the people live and work in peace and contentment. For example, locals wouldn't pick up anything dropped on the streets; men and women shall walk on different pavements; and sellers don't sell things at nominal prices. The whole county was in great order. A year later, Confucius' governance was followed by other counties of Lu state one after another.
